Just by doing PG from Pune you do not qualify as a local. You will be considered as no.-local for the seat allotments.
To get a good college in Hyderabad for a non local you should try to secure rank within 1000 in EDCET.

NAGAMANI,
Once the councelling procedure is over, there is no provision for transfer of college. However, you can leave a college and join another by management quota but that too has restrictions like you have to produce documents regarding the dropping of college and have to inform the concerned college and take their permission for it.
