PRIYA,
There are different policies of different colleges regarding the refund of the paid fees. If you have paid the fees but have not joined the college and not attended even a single class of the college then you are eligible for the refund of the paid fee from which some amount would be deducted as per the college security. If you are eligible, You should contact the concerned college for the refund of the fees,producing the required documents such as fee receipts etc and if the college refuses to refund the fees, you can go to the court against the college for the same
