Research studies on disabled students' plights, which we must know about

In our earlier articles we have discussed about the national survey to study the condition of disabled students in different premium institutes / universities in our country that is India. The survey was conducted among many universities, but only 119 responded to the survey questionnaires.

Research studies on disabled students

When asked about the provision of scholarships to the physically challenged students, only 47 universities were found to have extended the scholarships while only 29 universities had assisted these students financially. Actually, these provisions were made available to all the students in general, so no exception was noticed in the case of the physically challenged students. The physically challenged students got the facilities by default not by special consideration.

Another pitiable revelation by these universities is the mess / room / toilet facilities for the wheel chair borne disabled students. 73 universities had responded that they had made the provision of hostels for these vulnerable students, but in fact none of these hostels had the accessibility with the wheel chairs. So, one can easily understand the hardships and toils of these students. Either they have to crawl through the entire dormitory / hostel / class room and other places because many of these wheel chair borne students cannot use other means. Just think of the plights of these students when they crawl through the toilets, used by many. We think this reflects about the quantum of plights the physically challenged students have to undergo.

UGC schemes & UGC grants for the physically challenged students

Out of the participating universities, only 50 per cent universities were aware about the UGC schemes, while only 9 per cent or 11 universities had received the UGC grants. The names of a few of these universities are:-

1)       University of Mumbai,

2)       Aligarh Muslim University

3)       Tata Institute of Social Sciences (Mumbai),

4)       Banaras Hindu University,

5) Jawaharlal Nehru University (New Delhi)

During the year 1998, the UGC had endorsed 2 projects. They are:-

a)       The promotion of higher education for the physically challenged students and

b)       Preparation of teachers for serving the physically students and for this, a special educational program was crafted as B.Ed. (special) and M.Ed. (special). We have discussed this issue in our earlier articles, while elaborating about the IGNOU’s courses for these special children.

Expression of easy accessibility by 80 percent of these 119 participating universities

While responding the questionnaires, 80 percent of these participating universities replied that the specially challenged students can easily access to all the ,, toilets, auditorium, classrooms, offices, sports area, laboratories, hostels, library and canteens. The actual fact is these university authorities were ignorant about the meaning of “accessibility” in letter & spirit before proclaiming about the accessibility issue.
