The institutions had to apply for the tuition waiver scheme if needed. But now it has been made mandatory for all institutions to reserve 5 percent of their seats.

He also revealed some of the revised norms of AICTE. One of them includes that the technical institutions intake capacity has been increased from 40 to 60 per course.

Companies can set up Technical Institutes:

AICTE has given permissions to corporate sectors by allowing them to start their own technical institutes given the institutes are registered as nonprofit institutes under section 25 of Company’s Act.

This scheme will be only in the districts where there are no AICTE approved institutions exist and there should not be any joint venture in these institutes.

Another norm that has been relaxed is in the land requirement, only 10 acre will be enough to set up a technical institute in rural sector while 2.5 acre will be sufficient in urban sector.

He also said these are for reducing the pressure students in admissions as the number of technical institutes will increase which in turn will expand the education sector.

Sibal also added as per the new norms, institutes can offer stand alone PG programme without under graduate programme.

B.Sc students who have passed Mathematics at Class 12 or at B.Sc level can seek lateral entry in second year and they will have engineering mechanics and engineering graphics in addition to second year subjects.
